Important Update on the Diversity Visa (DV) Program

Introduction

As we previously shared a USCIS update regarding Diversity Visa (DV) cases, the U.S. Department of State (DOS) has now issued an additional announcement affecting DV Lottery applications processed through U.S. consulates.

As of December 23, 2025, the Department of State has paused all Diversity Visa issuances, effective immediately.

What Has the Department of State Announced?

DOS clarified in its statement that:

  • DV visa interviews will continue to take place

  • Consulates will continue operational processing of DV cases

  • Final decisions will not be issued

  • No Diversity Visas will be approved or printed during this review period

In practical terms, this approach mirrors recent enhanced review procedures seen in certain USCIS processes.

Reason for the Pause in DV Visa Issuance

According to DOS, this action is intended to ensure that the Diversity Visa program continues to meet the highest standards of U.S. national security and public safety.

The pause follows concerns raised after a recent incident involving an individual reportedly admitted to the United States through the DV program, prompting a broader review of screening safeguards.

What Will Be Reviewed During This Period?

During the pause, DOS will conduct a comprehensive review of the DV program’s screening and vetting procedures, including:

  • Verification of applicant identity

  • Confirmation of program eligibility

  • Evaluation of potential national security or public safety risks

  • Identification of any vulnerabilities within current vetting protocols

What DV Applicants Should Expect

At this time:

  • DV applicants may submit visa applications

  • Applicants may attend scheduled interviews

  • Consulates will continue scheduling appointments

However:

  • No Diversity Visas will be issued until further notice

  • Existing interview appointments are generally not being canceled or rescheduled

  • No exceptions to this guidance apply at this time

Are Existing Visas Affected?

Important Clarification:
This update does not revoke or invalidate any currently valid visas, including Diversity Visas or other visa types.

Questions related to admission to the United States fall under the authority of the Department of Homeland Security (DHS) and should be directed accordingly.
