The program operates through existing EB-1 and EB-2 National Interest Waiver (NIW) categories and is positioned as an alternative to investor programs like EB-5. Unlike traditional investment visas, the Gold Card requires a financial gift to the U.S. government, rather than an investment or job creation.

Applicants must first register online at TrumpCard.gov and then file Form I-140G with USCIS, along with a $15,000 processing fee for each applicant and family member. After background and financial vetting, eligibility is finalized through a required contribution of at least $1 million for individual applicants or $2 million per sponsored employee for corporate filings. Once approved, applicants complete consular processing or adjustment of status to obtain U.S. permanent residence. Applicants should note that standard employment-based eligibility rules still apply, and full financial transparency is required.
