The proclamation, effective September 21, 2025, restricts entry of H-1B workers unless their employer pays the required fee and aims to prioritize higher-paid, higher-skilled positions. It also directs the Department of Labor to review prevailing wage levels and encourages DHS to focus on more qualified applicants. Employers filing for new H-1B workers abroad should prepare for this change, while current H-1B holders and petitions filed before the effective date are unaffected.
