The proclamation, effective September 21, 2025, restricts entry of H-1B workers unless their employer pays the required fee and aims to prioritize higher-paid, higher-skilled positions. Employers filing for new H-1B workers abroad should prepare for this change, while current H-1B holders and petitions filed before the effective date are unaffected.
