According to the update, individuals coming to the U.S. to perform limited, unpaid volunteer services related to the World Cup may qualify for B-1 classification, as long as their activities are incidental to the event and do not involve local employment, remuneration, or services that would normally require a work visa.

DOS emphasized that eligibility will be determined on a case-by-case basis, and applicants must clearly demonstrate that they will not receive compensation beyond allowable reimbursements such as travel, meals, or lodging. Consular officers will closely review the nature of the volunteer role, the sponsoring organization, and the duration of stay. Individuals planning to volunteer for World Cup–related activities should ensure their visa applications accurately describe their duties and be prepared for additional scrutiny during the visa interview process.
