DHS has proposed substantial new fees connected to Optional Practical Training for F-1 students.

The proposed fees

Under the proposal, SEVP-certified schools would be required to pay:

  • $70,000 for an initial OPT recommendation
  • $30,000 for each subsequent recommendation, including STEM OPT extensions

A change of employer alone would not trigger an additional fee.

Who could end up paying

DHS acknowledges that schools could potentially pass these costs on to students or employers.

The proposal is not currently in effect, and the public comment period remains open until November 9, 2026.
