The rule, issued by U.S. Customs and Border Protection (CBP), will take effect on December 26, 2025, and is intended to strengthen border security and improve identity verification for travelers. Under this new policy, CBP will collect biometric information—such as facial images—from noncitizens during both arrival and departure at U.S. airports, seaports, and land borders. U.S. citizens are not affected by this rule. DHS explains that expanding biometric collection to departures will help ensure that travel records are accurate and that individuals who overstay their authorized period in the U.S. can be more easily identified.
