On April 23, 2025, U.S. Citizenship and Immigration Services (USCIS) announced that it has reached the cap for the additional 19,000 H-2B visas allocated for returning workers for the early second half of fiscal year 2025. These visas were intended for employment start dates between April 1 and May 14, 2025, under the H-2B supplemental cap temporary final rule, with the final receipt date for petitions being April 18, 2025. However, employers still have options if they are seeking workers with start dates on or after May 15, 2025, as an additional 5,000 visas are available for returning workers through September 30, 2025, with petitions for this group accepted starting April 21, 2025. Furthermore, 20,000 visas are reserved for nationals from El Salvador, Guatemala, Honduras, Haiti, Colombia, Ecuador, and Costa Rica, regardless of returning worker status.
